    We have an exciting opportunity for a Vice of President Revenue Cycle Management to join the newly created One Brooklyn Health System team.  One Brooklyn Health System, Inc. (OBHS) is a not-for-profit, tax-exempt corporation licensed under Article 28 of the Public Health Law. OBHS is the NYS Department of Health approved co-operator of Brookdale University Hospital Medical Center, Interfaith Medical Center and Kingsbrook Jewish Medical Center.   In 2016, a report commissioned by the state Department of Health recommended that the three Brooklyn hospitals merge into one regional health system. The new health system would establish a new board and system-wide management to carry out the transformation.  

     

    Role Summary

     

    The Vice President of Revenue Cycle (VPRC) is responsible for the oversight and direction of all revenue cycle services for the Health System Acute Care Hospitals and other facilities (together, “ACH”) and ensures that all processes are appropriately managed.  This position is responsible for the leadership, strategic direction, financial performance, operational deployment and evaluation of all enterprise wide revenue cycle activities.  In addition, this position provides ongoing support to a professional staff to meet the expectations for high quality customer service, fiduciary relations and other established guidelines.

    Responsibilities

    • Develop and implement vision and business/operating plans targeted to promote the growth and enhancement of revenue cycle services to meet the needs of the ACH’s.
    • Supervise the Director of Health Information Management, Director of Patient Access, Director of Patient Accounting as well as Director Patient Financial Services.
    • Clearly communicate revenue cycle performance expectations to staff in order to achieve revenue cycle goals in patient access, health information management and the business office.
    • Work closely with Chief Financial Officer and other Medical Center leaders to effectively manage day-to-day matters and contribute to long-term strategic initiatives.
    • Provide leadership and subject matter expertise in all areas of the revenue cycle. The VPRC must have the ability to identity and implement corrective action regarding ACH’s critical business needs on a real-time basis.
    • Work closely with clinical leadership and support the revenue cycle processes to support the clinical service goals of the organization. Those goals include, but are not limited to:
      • Charge capture for services performed,
      • Charge Description Master supervision in conjunction with Reimbursement,
      • Work with finance function regarding revenue recognition,
      • Cash collection,
      • Minimizing bad debts and denials.
      • Coding compliance for technical, professional and ambulatory services,
      • Registration and scheduling,
      • Customer satisfaction,
      • Responsible for supervision of all revenue cycle personnel.
      • Integration of various “facilities” revenue cycles.
    • On-going corporate compliance vigilance and monitoring
    • Perform other job duties assigned by management. In an emergency, performs other duties necessary for the welfare of patients or the efficient operations of the ACH’s.
    • Ensure team is adequately trained and prepared to meet today’s demands as well as the future demands of an evolving healthcare industry being impacted by healthcare reform and other contributing factors.
    • Ensure the development, implementation and compliance of appropriate policies and procedures regarding the revenue cycle function across the health system.
    • Assume responsibility and takes ownership for own work as well as that produced by the Revenue Cycle function. Ensure that work is completed in an appropriate timeframe, using resources wisely, and providing follow up until projects and goals are complete/achieved.
    • Ensure revenue cycle functions are effectively meeting all compliance regulations in accordance with relevant federal, state and local regulations governing all aspects of the revenue cycle.
    • Initiate and develop the strategic plans, policies and procedures to ensure optimum performance of revenue cycle operations across the Health System.
    • Ensure active communication with all external and internal constituencies to establish strong relationships that are complimentary and consistent with organizational goals and strategic plans.
    • Partner on current and future needs assessments of systems and software to ensure optimal service outcomes.
    • Oversee the development, review and distribution of reports and procedural statements which ensure regulatory and policy compliance.
    • Keep abreast of federal regulations, congressional actions and deliberations and state and local activities.
    • Develop and oversees implementation of current and long-term Human Resources goals and objectives for organizational development, recruiting, compensation, training and development and employee relations.
    • Work to create a culture of integrity, quality and engagement to meet Health System mission and goals.
    • Develop relationships with outside consultants and industry associations to ensure quality improvement process retains validity and maintains the latest techniques and concepts. Keep executive leadership and stakeholders well informed.

    Qualifications

    Education:

    • Bachelor Degree in Health or Business Administration or other related field required.

    Experience:

    • Minimum ten (10) years proven, progressive experience in healthcare receivables management in a complex medical center or system.
    • Proven experience in hospital revenue cycle. Physician revenue cycle experience a plus.

    Knowledge and Skills:

    • Knowledge and experience with industry charge methodology, billing and collection regulations.
    • Proven business acumen, analytical and negotiation skills.
    • Must be able to work in a fast paced operation with high standards of excellence.
    • Goal oriented individual accustomed to working in a complex environment.
    • Ability to manage multiple work streams, projects, tasks and goals.
    • EPIC experience

    Licenses, Certifications:

    • Healthcare Financial Management Association Certified Cycle Representative (CRCR) or comparable certification is a plus.

    Physical Requirements:

    • Consistent with that necessary to work in a variety of patient care and office settings.
    • Position requires prolonged periods of standing, reaching, walking throughout the working day.
    • Position will be required to stoops, bends, lifts, carry items weighing up to 15 pounds.
