  • Overview

    The Associate Director position is responsible for the day-to-day mitigation, preparedness, response, and recovery activities for the Emergency Management Program for the hospital, Nursing Home and Brookdale Family Care Center’s (BFCC). This individual will ensure the Hospital, Nursing Home and BFCC’s are in compliance with the requirements of the CMS Standards, DOH, EPA, OSHA and other regulatory agencies. 


    This position is also responsible for the oversight and management of the Safety Program for the hospital and BFCC’s. This individual will serve as the Co-Chair of the Emergency Management Committee and Environment of Care Committee (EOC).


    • Development and maintenance of the required Emergency Management documents (e.g., All Hazards Emergency Operations Plan, Hazard Vulnerability Analysis, etc.).
    • Serve as the hospital representative for the DOHMH Emergency Management Grant and Brooklyn Coalition meetings.
    • Oversight of emergency management related grant programs to include ensuring the completion of deliverables by required due dates to maximize receipt of grant funding.
    • Develop an HSEEP compliant training and exercise program to include exercises, drills, After Action Reporting and Improvement Plans.
    • Coordinate HICS/NIMS and general emergency management training to ensure staff are prepared for no notice and planned events/hazards.
    • Ensure 24/7/365 readiness of Command Center and serve as Incident Commander during activations.
    • Oversight of the Environment of Care Rounds including providing monthly reports of issues identified to the Environment of Care Committee,  the Senior Vice President of Facilities and the Vice President of Operations.
    • Lead the Incident Reporting Meetings.  Develop and implement training programs with staff based on the incident reports data to help reduce the number of incidents.
    • Coordinate and oversee all aspects of the department’s operating budget including development and monitoring.
    • Serve as a member of the Labor Safety Committee.
    • Work with the EOC Program Managers to ensure that all required documents are complete.
    • Manage specialists or teams of employees that require Direct Supervision.
    • Conduct Emergency Management and Safety training component for new employees.
    • Manage specialists or teams of employees that require direct supervision.
    • This individual will participate in the training of all new employees for Emergency management and Safety.
    • Assist senior managers in the development of staff, and may be asked to lead recruiting, orienting, coaching and training efforts.
    • Assists in ensuring all staff members are aware of deliverables, policies for the Emergency Management and Safety programs.
    • Review and recommend for approval bills, procurement expenses and other financial actions that may have significant impact on the department.
    • Provide performance feedback through a formal performance review process, employee recognition, rewards, and disciplinary action, with the assistance of Human Resources, when necessary.
    • Perform other duties as assigned.



    • BA degree required, but may be offset with significant experience in profession.
    • Masters in Emergency Management, preferred


    • Minimum of five (5) years experience in Emergency Management and Safety.
    • Prior experience as a manager required 

    Knowledge and Skills:

    • Strong technical knowledge of Emergency Management and Safety requirements.  
    • Ability to establish goals, set priorities, oversee the short and long term deliverable of department objectives, ensure optimum performance of staff, may operate in a project manager role as needed, coach others, ensure quality of results and output.
    • Ability to fully utilize BHMC’s electronic record systems, equipment and other healthcare and billing systems relevant to this position
    • Solid understanding of the operation of the Fire and Safety department. 

    Licenses, Certifications:

    • Completed FEMA IS-100, 200, 700 and 800.

    Physical Requirements:

    • Position requires prolonged periods of standing, reaching, walking throughout the working day. 
    • Position will be required to stoops, bends, lifts, carry items weighing up to 25 pounds.
